Who They Are

Founded in 1975, Hale ʻŌpio Kauaʻi has spent 50 years nurturing youth and strengthening families across the Garden Isle. Their name means "House of Youth" in Hawaiian — and that spirit of sanctuary and belonging guides everything they do. In 2025 they proudly celebrated their 50th anniversary of service to Kauaʻiʻs youth and families.

As Kauaʻiʻs primary provider of foster care and youth services, Hale ʻŌpio offers a comprehensive continuum of care — from foster family recruitment and support to youth development, family strengthening, and community empowerment programs. Everything they do is rooted in Hawaiian values and a deep commitment to the wellbeing of the islandʻs most vulnerable young people.

How They Help

Foster Care Services

Hale ʻŌpio Kauaʻi recruits, trains, and supports foster families across Kauaʻi — providing placement support, licensing, ongoing training, and wraparound services. As the islandʻs primary foster care provider, they work closely with the Hawaii Department of Human Services to ensure every child in care has a safe, nurturing, and culturally connected home.

Community Empowering Supports
Community Empowering Supports

Hale ʻŌpioʻs community-based programs empower youth and families to advocate for themselves and their communities. From mental health awareness walks to youth-led advocacy events, they build confidence, connection, and civic engagement among Kauaʻiʻs young people — rooted in the values of aloha and community responsibility.

Youth Development Programs

From after-school programs to life skills training and workforce development, Hale ʻŌpio provides Kauaʻi youth with the tools they need to thrive. Their youth development programs are culturally grounded, trauma-informed, and designed to build the resilience, identity, and skills that young people need to succeed in adulthood.

Family Strengthening & Support

Hale ʻŌpio provides family support services, parent education, and case management to help families in crisis stabilize and heal. Their family strengthening programs are designed to keep children safely at home whenever possible — reducing the need for foster care placement while building stronger, more resilient families across Kauaʻi.
