Program Overview

Who They Are

Arrow Child & Family Ministries has been helping kids and strengthening families since 1992 — founded by a former foster child who wanted every child in care to experience the unconditional love of a Christian family and the support of a caring community. What began in Texas has grown into a multi-state ministry, now serving families across Maryland through a licensed office in Hunt Valley.

Arrow's Maryland team partners with the Maryland Department of Human Services to provide a full continuum of child welfare services — from recruiting and supporting foster and adoptive families to delivering trauma-informed counseling, parent training, and family preservation services. Their faith-based model uniquely integrates government child welfare with the local church, believing that families of faith provide the best environment for children to heal and thrive.

How They Help

Foster Care & Adoption

Arrow recruits, trains, and licenses foster and adoptive families across Maryland — with particular focus on finding homes for children who wait the longest. Their licensed foster care program provides comprehensive training, home studies, placement support, and wraparound services grounded in trauma-informed, faith-based principles.

Trauma-Informed Counseling

Arrow provides evidence-based, trauma-informed counseling services for children, youth, and families — helping children heal from the wounds of abuse, neglect, and instability. Their licensed clinicians address root causes of behavioral and emotional challenges, supporting lasting recovery for children and the families who care for them.

Parent Training

Arrow equips foster, adoptive, and biological parents with the skills and knowledge to care effectively for children from hard places. Their parent training programs are grounded in trauma-informed practice and help caregivers understand the impact of early trauma on child development, behavior, and attachment.

Family Preservation Services

Arrow's family preservation services are designed to strengthen at-risk families and prevent unnecessary entry into the child welfare system. By providing in-home support, counseling, and practical resources, Arrow helps families in crisis stabilize — keeping children safely at home wherever possible.
