Who They Are
Arrow Child & Family Ministries was founded in 1992 by a former foster child who grew up in a loving Christian foster home. He wanted every child in foster care to have that same experience — unconditional love from a family of faith, surrounded by a church community. What began as one office in Austin has grown into a statewide ministry serving over 4,000 children, teens, and families every year.
Arrow operates across Texas and Maryland, partnering with the Texas Department of Family and Protective Services and the Maryland Department of Human Services. As a credentialed Texas Child-Centered Care (T3C) provider and 501(c)3 nonprofit, their model uniquely integrates government child welfare with the local church — believing that families of faith are the best environment for children to heal and thrive.

Programs & Services
How They Help
Arrow recruits, trains, and licenses foster and adoptive families across Texas — with particular focus on finding homes for children who wait the longest: older youth, children with disabilities, and sibling groups of three or more. Their program provides comprehensive training, home studies, placement support, and wraparound services grounded in trauma-informed, faith-based principles.
Arrow provides outpatient and community-based behavioral health services for children, youth, and families — including individual therapy, family counseling, psychiatric services, and crisis intervention. Their licensed clinicians use evidence-based, trauma-informed approaches designed to address root causes of behavioral challenges and help children and families heal.
Arrow supports kinship caregivers — relatives and close family friends who step in when parents cannot. They provide licensing support, training, financial assistance guidance, and ongoing case management. Their respite care program gives foster and kinship families scheduled breaks, reducing burnout and supporting long-term placement stability for the children in their care.
A defining pillar of Arrow's model is deep engagement with local churches across Texas. Arrow equips church communities to support foster families through mentoring, practical help, and awareness campaigns. They believe the local church is one of the most powerful forces for change in the foster care system — and they work to activate that force in every community they serve.
